   * Member list:
      * Set GROUP = 
   * Persons/group who can change the list:
      * Set ALLOWTOPICCHANGE = AdminGroup

Used to prevent dangerous actions e.g. renaming [[%SYSTEMWEB%.DefaultPreferences][DefaultPreferences]] - put !NobodyGroup as the only group allowed to rename a topic and it can't be renamed.
